Work from home: Twenty percent of the workforce in each Department shall work from home. Duty rosters for implementing the work-from-home mode shall be prepared by the respective Administrative Heads / Heads of Departments to ensure that essential public services are not affected. Work from home shall, however, not be extended to departments delivering medical and emergency services, water supply, power supply, disaster response, transport services and law and order duties.

No Official Vehicle Day: There shall be a “No Official Vehicle Day” on Wednesday every week to conserve expenditure on fuel consumption. Officers and staff are encouraged to promote walking or utilise public transport on this day. 

Reduction of VIP convoys: There will be voluntary reduction in official convoy size of the Hon’ble Chief Minister, Hon’ble Ministers and other dignitaries in the State of Mizoram. 

Restriction on foreign travel: Foreign travel by State Government officials, including officials of Constitutional and Statutory bodies, Public Sector Undertakings and Boards shall be restricted except in unavoidable and essential cases with specific approval of the competent authority.

g. Reduction of official travel: Inter-district travel within Mizoram and official travel outside the State will be restricted to the bare minimum and undertaken only where absolutely necessary. 

h. Electricity conservation: All Departments are advised to adopt the following electricity conservation measures in their respective offices:
i. Switch off lights, fans and other equipment after working hours.
ii. Avoid use of air conditioners as far as possible. 
iii. Switch off façade lighting after office hours.
iv. Use natural daylight wherever possible. 
v. Ban decorative illumination in government buildings except national events.

Aizawl, the 19th May, 2026

Subject: Economy and fuel conservation measures in view of the Prime Minister’s appeal against the backdrop of the West Asian crisis. 


1. The West Asian conflict has led to a blockade of the Strait of Hormuz, a key shipping lane through which nearly 20% of the world's fuel supply passes, disrupting oil and gas supplies and pushing energy prices higher. India imports more than 85% of its crude oil from external sources, and prolonged disruptions are beginning to impact India deeply.

2. It is imperative for the people of the country to conserve fuel, reduce avoidable expenditure and minimise dependence on imported products in view of the ongoing West Asia crisis and the resultant rise in global crude oil prices and disruption of supply chains. 


3. Some State Governments have reportedly initiated economy and fuel conservation measures. These include: 
a. promotion of work from home arrangements in Government offices; 
b. increased use of video conferencing and virtual meetings in place of physical meetings; 
c. reduction in the size of VIP convoys and restriction of avoidable official travel; 
d. discouragement of foreign travel at Government expense; 
e. promotion of public transport, electric vehicles and carpooling; 
f. reduction in expenditure on fuel and logistics. 
4. In view of the above and considering the geographical remoteness of Mizoram and the high transportation costs borne by the State, the Government of Mizoram has decided to enforce the following economy and fuel conservation measures until further orders:
a. Work from home: Twenty percent of the workforce in each Department shall work from home. Duty rosters for implementing the work-from-home mode shall be prepared by the respective Administrative Heads / Heads of Departments to ensure that essential public services are not affected. b. Staggering of working hours: There shall be a staggering of working hours for government offices in Aizawl city, with a view to minimize time spent in traffic jam and the consequent consumption of oil, in respect of those who are attending offices as per the details in the Annexure. The first group shall attend office from 8.30 am till 4.30 pm while the second group shall attend office from 10.30 am to 6.30 pm. 

c. No Official Vehicle Day: There shall be a “No Official Vehicle Day” on Wednesday every week to conserve expenditure on fuel consumption. Officers and staff are encouraged to promote walking or utilise public transport on this day. 

d. Video conferencing: All Departments shall conduct meetings with field offices through video conferencing, as far as possible, in order to minimise official travel expenditure and fuel consumption.

I. Restriction of ceremonial programmes: All Departments are advised to restrict ceremonial functions, reception programmes and hospitality expenses.

5. The above measures are intended as temporary economy and fuel conservation measures in the larger public interest and in support of the national effort to minimise the adverse impact of the present global situation on the economy.
