Minutes of meeting between officials of Mamit district and Karimganj district

MINUTES OF THE MEETING BETWEEN THE OFFICIALS OF KARIMGANJ DISTRICT, ASSAM AND THE OFFICIALS OF MAMIT DISTRICT, MIZORAM HELD IN CONNECTION WITH INTER-STATE BOUNDARY AFFAIRS.

Agenda of the meeting 
(i) Withdrawal of Police Forces of Mizoram from Choto-Bubirbond and Medlicherra Area of Karimganj district of Assam. 
(ii) Inter-State Movement of vehicles. 
(iii) Maintenance of peace and public tranquility at the Inter-State Boundary of Assam and Mizoram. 

Shri Anbamuthan M.P., DOS., Deputy Commissioner, Karimganj welcomed Dr. Lalrozama, DOS., Deputy Commissioner and other officials of Mamit District of the State of Mizoram and both the Deputy Commissioners exchanged warm wishes. 
Deputy Commissioner, Karimganj presented traditional Assamese Gamcha to all the delegates of Mamit District as a token of gestures and good wishes. 
Initiating the discussion, the D.C., Karimganj in his brief introductory speech highlighted the purpose of this bilateral meeting and hoped that the meeting would bear fruitful outcome. 
Continuing the discussion, D.C., Karimganj requested the delegates of Mizoram to discuss the issues as per Agenda viz. (i) Withdrawal of Mizoram Armed Police Forces from Choto-Bubirbond and Medlicherra Area of Assam, (ii) Inter-State movement of vehicles & (iii) maintenance peace and public tranquility at the Inter-State Boundary of Assam and Mizoram.
The Delegates of both the Districts have discussed the all-round aspects of the agenda wise issues meticulously and exchanged their views thoroughly.
DC, Karimganj requested and stressed for withdrawal of Armed Mizoram Police Force from Chuto-Bubirbond and Medlicherra area of Karimganj district in Assam. He also assured of maintaining peace and tranquility in the bordering areas between Assam & Mizoram in Karimganj district and urged upon his counterpart to maintain peace and tranquility by withdrawing the armed Mizoram police Force from the land of Assam. 
Taking part in the discussion, the DC, Mamit expressed that the Armed Police Force of Mizoram have been deployed and stationed in the area and their presence in the area would be essential for maintenance of peace and tranquility there. 
The Superintendent of Police, Karimganj also joined in the discussion and opined that presence of Armed Forces of Mizoram in the area would not help to calm down the tensed situation prevailing there rather lead to escalation of the situation. 
DC, Karimganj reiterated in his speech that the Chuto-bhubirbond and Medlicherra area is very much within the constitutional boundary of the State of Assam as per Map of the Survey of India and protection of the land is the paramount importance on the part of the District Administration, Karimganj and requested the District Administration of Mamit, Mizoram to withdraw their deployed armed police force from the aforesaid area of Assam in order to restore peace and tranquility in the area. He also requested his counterpart for a specific time line for withdrawal of the Armed Mizoram Police forces from the aforesaid area, but other side expressed their inability to convey the time line in the meeting. 
After a detailed deliberations and discussion thereof, the following decisions have been taken in the meeting.
(i) The Administration on either side shall work together for maintenance of peace and public tranquility at the Inter-State Border areas of both the States.
(ii) The District Administration of Karimganj and Mamit would remain vigilant to maintain the normal flow of lawful vehicular traffic, especially carrying essential commodities viz. LPG etc from either side without any blockade or obstruction. 
At the end of the meeting, both the sides expressed thanks to each other and thus the meeting concluded.
