Mizoram to Receive ₹120 Crore under FASPHI Scheme for 2026

Aizawl | July 27, 2026: Chief Minister Lalduhoma today visited Zoram Medical College & Hospital (ZMC&H), Falkawn, accompanied by Health Minister Lalrinpuii and Adviser to the Chief Minister TBC Lalvenchhunga.

Addressing the gathering, the Chief Minister announced that Mizoram will receive ₹120 crore under the Financial Assistance to States/UTs for Public Health Infrastructure (FASPHI) scheme during the financial year 2026–27. The scheme is being implemented by the Government of India during the tenure of the 16th Finance Commission, with a total allocation of ₹4,200 crore for 2026–27.

Under the FASPHI scheme, incentives are awarded to States and Union Territories based on four performance indicators:

1. Infant Mortality Rate (IMR)

2. Maternal Mortality Ratio (MMR)

3. Tuberculosis Mortality Rate (TB-MR)

4. Number of health facilities (including Sub-Centres) certified under the National Quality Assurance Standards (NQAS)

The Chief Minister stated that Mizoram has qualified for incentives under two indicators—Infant Mortality Rate (IMR) and the percentage of health facilities certified under NQAS.

Mizoram's IMR improved from 13 deaths per 1,000 live births in 2023 to 12 deaths per 1,000 live births in 2024, earning the State an incentive of ₹20 crore.

The State also achieved a 21.07% increase in NQAS-certified health facilities between 2024–25 and 2025–26, qualifying for the maximum incentive of ₹100 crore under this category.

The Ministry of Health & Family Welfare (MoHFW) has already informed the State of its eligible incentive amount. A project proposal worth ₹120 crore has been submitted and approved by the Ministry. The MoHFW is expected to forward the approved proposal to the Ministry of Finance before the end of July.

The approved projects under the scheme include:

1. Upgradation of Sakawrdai Community Health Centre (CHC) from a non-First Referral Unit (non-FRU) to a First Referral Unit (FRU), at a cost of ₹20.44 crore.

2. Upgradation of Kawrthah CHC from non-FRU to FRU, costing ₹20.80 crore.

3. Upgradation of West Phaileng CHC from non-FRU to FRU, costing ₹20.80 crore.

4. Upgradation of Bungtlang South CHC from non-FRU to FRU, costing ₹21.53 crore.

5. Establishment of an Infectious Diseases Ward at Lunglei District Hospital, costing ₹3.82 crore.

6. Establishment of an Infectious Diseases Ward and Tuberculosis Treatment Unit at Kulikawn Sub-District Hospital, Aizawl, costing ₹6.36 crore.

7. Establishment of an Infectious Diseases Ward at Lawngtlai District Hospital, costing ₹3.85 crore.

8. Procurement of equipment to strengthen Tuberculosis diagnosis in Mizoram, costing ₹1.54 crore.

9. Procurement of equipment for Maternal and Child Care across various levels of health facilities, costing ₹20.85 crore.

The Chief Minister expressed satisfaction that Mizoram continues to receive performance-based incentives, describing them as recognition of the State's effective implementation of health initiatives. He thanked Health Minister Pi Lalrinpuii and officials of the Health & Family Welfare Department for their dedicated efforts. During his visit, he also toured various facilities at ZMC&H and reviewed their infrastructure and requirements.

At present, ZMC&H has 494 students, including 97 interns. During the 2025–26 academic year, the institution admitted 100 MBBS students, comprising 70 under the State quota, 15 under the All-India quota, and 15 under the Non-Resident Indian (NRI) quota.

The National Medical Commission (NMC) has approved 10 Postgraduate (PG) seats for the institution.

The Master of Public Health (MPH) programme, introduced in 2024, currently has eight students enrolled.

ZMC&H also regularly provides internship and clinical posting opportunities to Nursing and Laboratory Technician students from the Mizoram College of Nursing (MCON), RIPANS, and various Pharmacy Colleges.

Eight departments—Blood Bank, Accident & Emergency, General Administration, Labour Room, Maternity Operation Theatre, Paediatrics OPD, Paediatrics Ward, and the Special Newborn Care Unit (SNCU)—have been awarded NQAS National Certification.

Over the past two and a half years, 30 new cabins have been added, increasing the total number of cabins to 40. During the same period, 13 new ICU beds were added, bringing the total ICU capacity to 26 beds.

With a total capacity of 519 beds, Zoram Medical College & Hospital is the largest hospital in Mizoram.
