Mizoram Governor Graces Celebration of Constitution Day 2025

Aizawl | Nov 26, 2025: The significant national event marking India’s adoption of its Constitution, celebrated as Constitution Day - Samvidhan Diwas, was observed today at the Gauhati High Court, Aizawl Bench, in line with similar programmes across the country. The programme was graced by the presence of General (Dr) Vijay Kumar Singh, PVSM, AVSM, YSM (Retd) as the Chief Guest.


Addressing the gathering, General (Dr) Vijay Kumar Singh highlighted that November 26 is not merely the day the Indian Constitution was adopted but also a profound reminder of its enduring value, its vision and its timeless relevance. He described the Constitution as a visionary document that continues to guide India towards a brighter future, emphasising that the Gauhati High Court Aizawl Bench bears a crucial responsibility in upholding justice and protecting the rights of the people of Mizoram under its framework. Praising the legacy of the Constituent Assembly led by Dr. B.R. Ambedkar, he noted that it had crafted a living Constitution capable of evolving with time. The Assembly, he said, had successfully enshrined the noble ideals of justice, liberty, equality, and fraternity for all citizens while keeping the nation’s long-term progress in view.


Mizoram Governor described the Constitution as the soul of democracy and the judiciary as its guardian. He commended the various initiatives of the Gauhati High Court in ensuring the people of Northeast India, with rich diversity, enjoy justice and freedom. He pointed out that Mizoram’s strong community bonds, mutual trust, and tradition of living in harmony perfectly reflect the constitutional principle of fraternity mentioned in the Preamble. He stressed that the true power of the Constitution lies in citizens being aware of their rights and duties, stating, “Rights are meaningful only when citizens know how to exercise them. Duties are effective only when people are aware of their importance.”

The Chief Guest expressed appreciation for the establishment of numerous Legal Aid Clinics to enhance legal awareness and urged authorities to expand outreach particularly to students, youth, women, the economically weaker sections, residents of remote villages, marginalized individuals, and victims of exploitation. He asserted that the true protectors of democracy are those citizens and communities who consciously uphold the law. While the Constitution grants fundamental rights, it also imposes fundamental duties, and the strength of the nation depends more on citizens fulfilling their responsibilities than merely possessing laws, he added. The Governor called upon legal professionals to deliver justice impartially, safeguard individual freedoms without disturbing national security, educate the younger generation about the Constitution’s value, promote inclusivity and strive tirelessly to preserve harmony and fraternity.

Gauhati High Court Judge Justice Marli Vankung underscored that fulfilling Fundamental Duties is the responsibility of every citizen and is as important as Fundamental Rights. She warned that focusing only on rights while neglecting duties is detrimental, adding that sincerely discharging the duties assigned by the Constitution alongside enjoying rights would enable the nation to overcome many of its current challenges.

Gauhati High Court Judge Justice Kaushik Goswami stressed the importance of the Preamble, stating that its four cornerstone principles - Justice, Liberty, Equality, and Fraternity - must not remain mere words but be actively realized in practice. He urged all stakeholders to work towards assisting the needy and uplifting the underprivileged through legal means and stressed that the judiciary must remain accessible to the common people, with courtrooms serving as true sanctuaries of constitutional justice.

After India gained independence from British rule, a Constituent Assembly comprising 299 members was formed to draft the country’s own Constitution. The Assembly met for 165 days across 11 sessions. On August 29, 1947, a Drafting Committee was constituted under the chairmanship of Dr. B.R. Ambedkar, widely revered as the Father of the Indian Constitution. On November 26, 1949, the Constituent Assembly formally adopted the Constitution, which came into effect on January 26, 1950.

During the programme Mizoram State Legal Services Authority Member Secretary Vincent Lalrokima delivered the welcome address, and a collective reading of the Preamble was held. Gauhati High Court Aizawl Bench Registrar Dr HTC Lalrinchhana,  proposed the vote of thanks and concluded the event.

The programme was attended by Helen Dawngliani, District & Sessions Judge, Aizawl;  Ajit Roy, Secretary to the Governor; TL Guite, Secretary, Law & Judicial Department; other government officials and members of the legal fraternity, among others.
