MEMORANDUM

Dated 29.. April, 2024

The hostellers of Mizoram University being desirous of enjoying a healthy, nutritious and quality mess in the hostel; as well as to enjoy a peaceful and vibrant campus life, has gathered on the 29th April, 2024, 9:00 AM at the university campus and has unanimously requested the university authorities to consider their appeals as follows:

For the mess system:

1. A 'Mizoram University Mess Outsourcing Regulation' or any of the equivalent regulation be set up to strictly control the mess outsourcing system in the university.

2. A proper mess quality control committee comprising of both stakeholders from the university as well as the students' body, be set up under such regulation to regularly supervise the contractors and the mess quality of each hall of residence in the campus.

3. Each contractor should not be allowed to manage the mess of not more than four halls of residence to ensure quality and clean competition among different contactors.

4. A separate regulation be made in the best interest for hostellers who are out-stationed due to various academic reasons.

5. Each contractor should provide experienced cooks for all hostels.

For a peaceful, vibrant campus night life:

1. As per the MZU Hostel Manual 2021, it is the right of the students to be allowed to roam freely in the campus unless they are indulging in any illegal or illicit behavior before 10 PM. We strongly object to the existing security measures that prohibit students from sitting and unwinding in our university parks or any other recreational locations on campus even before 10 PM.

2. Students desire to alleviate their academic burdens and frequently require the opportunity to leisurely walk and rejuvenate themselves in the campus vicinity. Unfortunately, our right to this freedom has been infringed upon by certain security personnel who tend to reprimand and instruct students to return to their hostel with no sound reason, even before 10 PM.

3. We strongly denounce all immoral security practices, such as shining of flashlight directly into the faces of students and other campus residents at night, conducting impolite and unnecessary interrogations, raising one's voice in an intimidating manner, and needlessly intimidating students.

4. The students are not indiscriminately criticizing the security system, but rather peacefully protesting specifically against those that infringe upon the rights of students.
